In this thesis, providing better service for the mobile users is aimed by decreasing interferencewhich results from femtocells using the same spectrum with other femtocells and macrocells. This is accomplished by power adjustment. Two algorithms, one of which is a game theory baseddistributed algorithm and the other is a centralized one, are developed and added to anopen-source simulator written in C++ language. These algorithms are designed to increasesignal-to-interference-plus-noise (SINR) ratio of the users experiencing low SINR values. It isevaluated that the game theory algorithm and fixed power systems are providing the selectedthreshold signal-interference and noise ratio of 4 dB to mobile users. For centralized powersystem, the threshold level is selected as level 5 of CQI. For the comparison of these system, it isdecided that one macro base station and femtocells in the 5x5 grid apartment which includes 25rooms and in the coverage of macro station. This building structure is given in the 3GPPstandards. As a result of multiple simulations, game theory based distributed power controlalgorithm achieved 98.3% of mobile user experiencing SINR levels higher than the threshold andthe centralized algorithm had 100% of users above the threshold. However, that ratio is remained86.3% and 94.4%in fixed power systems, respectively. Moreover, these algorithms have beenevaluated in terms of transmission rate, packet loss rate, spectral efficiency and fairness index formobile users.
