Cities were established by people and continued their existence as living places. In history, it is seen that cities have shaped the people's destiny. Various ideologies and facts such as war, industrialization, collapse of states and transition periods appeared in the cities within last three centuries. Cities; as the venue of the civil life became to be the crime scenes in the course of time. An evaluation has been experienced from the crimes committed in the cities towards the crimes committed in the cities.Crimes against city may be defined as actions which are against the values of the city and which harm the city and the people living there. Various attacks; such as those lying from environmental values to the rights of the citizens and lying from the production of hazardous substances on human health to terrorist actions, are considered as offenses against city. Attack against catchment basins may be considered as a type of crime offended against city, on the other hand the damage of forestlands is also considered as a same type of offense. Urbicide, which take place among the crimes offended against city indeed aim to destroy the city specifically and it differs from other crimes from this aspect. Ethnical and religious discrimination experienced in Bosnia Herzegovina and its capital city Sarajevo during the disintegration process of Yugoslavia tended to destroy the cities, it almost annihilated physical, cultural places and the modes of living. For this reason, the biggest tragedy of the last century was experienced. Discussing the matter in the context of crimes committed against city in Bosnia Herzegovina, another big crime experienced after the urbicide appeared as illegal housing. Illegal housing; despite existed before the war, increased in the post- war period due to forced immigration and the urbicide sourced from the war. However, illegal housing which come to forefront among the offenses committed against city has undertaken the role of meeting the needs for shelter of the people living in the city, but on the other hand it has some consequences which affect the urban life adversely and which also deteriorate the city. For this reason, illegal housing which is considered legal with this aspect is also accepted as a crime. Illegal housing may be both considered as an innocent action for meeting the need for shelter and may be a means of enrichment. Unplanned urbanization not only create micro problems but leads up to macro ones as well.
