The 19 th century, in which serious transformations were experienced, is known as the reform era of the Ottoman Empire. The modernization concept that marked this century converted the Ottoman government structure from a monarchy into a constitutional monarchy. The Ottoman State had its first constitutional monarchy and constitution experience between 1876 and 1878. But in The Ottoman State the establishment of a constitutional regime in its original meaning was realized after the second declaration of the constitutional monarchy in 1908. The items concerning to democracy such as political partiesş associations ( civil organizations), elections, meetings, strikes and boycotts took their place in our political, social, financial and cultural life in the era of the Second Constitutional Monarchy. The parameters such as the birth of the political and social opposition with the foundation political parties and societies; the emergence of mass in its modern meaning; the developmant of the pres to an extent taht was not experienced before as a means of political, social, finacial and cultural demands and its usage for various aims, all mark the originality of the era of the Second Constitutional Monarchy. The dense legislation activity in the first period the first assemlage year of the Ottoman Assembly also shows that placing this originality on a legal base forms the main problem of the era. When the constitutional monarchy aws declared fort he second time, a new constitution hadn?t been prepared and directly, The Kanun-i Esasi of 1876 was imposed. Immediately after the declaration of the nonarchy, the deficiency and the faults of the Kanun-i Esasi from the point of the domination of the nation were adverted on the pres and in the programs of the political parties and upon this, the issue was reverted to Meclis-i Mebusan but because The Meclis-i Mebusan of 1908-1912 didn?t regard itself as a constituent assembly, in 1909, a new constitution wasn?t attempted and the constitutional problems were tried to solve by means of alterations that were made on the Kanun-i Esasi of 1876. While the legal bas efor the new ground that was tried to be built with the alterations on Kanun-i Esasi of 1909, Cemiyetler Kanunu and İçtimaat-i Umumiye Kanunu that had become the indispensible elements of social and political life were also wished to be got into a legel frame.Key Words:Ottoman Parliament, Ottoman Constitutional Monarchy, Ottoman Constitution, Societies Law, Meeting Law.

Meşrutiyet ikinci defa ilân edildiğinde yeni bir anayasa hazırlanmamış doğrudan 1876 Kanun-i Esasîsi yürürlüğe konulmuştur. Meşrutiyet'in ilânından hemen sonra basında ve siyasî partilerin programlarında Kanun-i Esasî'nin hâkimiyet-i milliye açısından taşıdığı eksik ve kusurların gündeme gelmesi üzerine konu Meclis-i Mebusan'a intikâl etmiş fakat 1908-1912 Meclis-i Mebusanı kendini kurucu meclis olarak görmediği için1909 yılında da yeni bir anayasa hazırlama yoluna gidilmemiş, anayasal sorunlar 1876 Kanun-i Esasîsi üzerinde yapılan tadilat ile aşılmaya çalışılmıştır. Anahtar Kelimeler:Meclis-i Mebusan, Meşrutiyet, Kanun-i Esasî, Cemiyetler Kanunu, İçtimaat-ı Umumiye Kanunu.
