The problem of locating a facility brings solution for where the production processes will be held and the production facility will be built. Among the costs that may be encountered, the facility location problems which have the greatest cost, should be solved by considering many factors. The distribution network design problem is one of the most critical decision problems in which a solution must be found in order to sustain the effective performability of all processes in the long term. In general, the decisions to be taken for the problems of distribution network design require to determine the number, location, capacity of the facility to be established and the transportation quantities between these facilities. The return of investment decisions in strategic level plans such as distribution network design is much higher than investment decisions at tactical and operative levels. As the priority for an organization is to make strategic-level decisions, it is a limitation in the planning of decisions at the tactical and operative level. In this study, the problem of the location of ammunition stores is studied considering the ammunition distribution network between the candidate ammunition store locations and the geographically distributed military units. The problem is to determine the location of ammunition stores between candidate points and to decide how many stores are to be constructed from which type. The problem also includes the design of the distribution network to simultaneously determine the amount of ammunition of various types carried from stores to units. Mathematical models are proposed to minimize the costs associated with site selection of ammunition stores and transportation of different types of ammunition from these stores to units. The model is then gradually developed and several scenarios are presented with an application for generic situations. Numerical results, obtained from the solution of the application, coded with General Algebraic Modelling System (GAMS), are demonstrated. The effect of size of problem-oriented parameters on model execution time is also investigated by experimental tests.

Bir tesis yerinin belirlenmesi problemi, üretim süreçlerinin bir araya getirileceği ve üretim faaliyetinin gerçekleştirileceği tesisin nereye kurulacağına çözüm getirir. Karşılaşılabilecek maliyetler arasında en büyük maliyete sahip olan tesis yeri seçimi problemleri birçok faktör göz önünde bulundurularak çözülmesi gerekmektedir. Dağıtım ağı tasarımı problemi de yerine getirilmesi gereken tüm işlemlerin uzun dönemde etkili olarak çalışabilmesi için çözüm bulunması gereken en kritik karar problemlerinden biridir. Genel olarak dağıtım ağı tasarımı problemleri için alınması gereken kararlar; kurulacak tesis sayısını, konumunu, kapasitesini ve bu tesisler arasındaki nakliye miktarlarını tespit etmeyi gerektirmektedir. Dağıtım ağı tasarımı gibi stratejik seviyeli planlarda verilecek yatırım kararlarının geri dönüşleri taktik ve operasyonel seviyelerde verilecek yatırım kararlarından çok daha yüksek seviyededir. Bir örgüt için önceliği stratejik seviyeli kararlar oluşturacağından taktik ve operasyonel seviyedeki kararların planlanmasında sınırlılık teşkil etmektedir. Bu çalışmada, aday olarak tanımlanmış mühimmat depolama noktaları ile coğrafi olarak dağıtılmış askeri birlikler arasındaki mühimmat dağıtım ağı düşünülerek, mühimmat depolarının tesis yeri seçimi problemi ele alınmaktadır. Problem, aday noktalar arasından mühimmat depolarının yer seçimini belirlemek ve hangi türden kaç tane depo yapılacağına karar vermektir. Problem, ayrıca depolardan birliklere taşınan birçok tipteki mühimmat miktarını eşzamanlı olarak belirlemek için dağıtım ağının tasarımını da içerir. Mühimmat depolarının yer seçiminden ve farklı tipteki mühimmatların bu depolardan birliklere farklı miktarlarda taşınmasından kaynaklanan maliyeti minimize etmek için matematiksel modeller önerilmektedir. Model daha sonra aşamalı olarak geliştirilmekte ve bir uygulama ile jenerik durumlar için çeşitli senaryolar sunulmaktadır. Genel Cebirsel Modelleme Sistemi (GAMS) ile kodlanmış uygulamanın çözümünden elde edilen sayısal sonuçlar sergilenerek, problem odaklı parametrelerin büyüklüğünün model çözme süresine olan etkisi deneysel testlerle araştırılmıştır.
