In the nation-states the concept of `minorities rights` remains a subject generally neglected by associating it with the concept of citizenship, and remains a world scale problematic subject, including Turkey . The rights for education and use of mother tongue remains the main rights of the subject. The rights for education and use of mother tongue are also the main rights outlined by so many international documents. We must also consider the fact that according to political criterions outlined by the European Union ` minorities rights for education and use of mother tongue` are considered as very important rights and various applications are followed by member countries. İn Turkey applications concerning minorities rights for education and use of mother tongue are guaranteed by the Lausanne agreement. İn spite of these evolutions, minorities use of these fundamental rights remains a matter for discussion, and concerned policies and practises are frequently brought to international courts. The research tries to analyse Turkey's minorities rights for education and use of mother tongue, taking care of the historical process and the concerned litterature. According to its concept the research is a ` descriptive environmental research with scanning model.` The research fields are the litterature and legal documents about minorities rights for education and use of mother tongue. We limited our documentary approach with documents related to the Lausanne and Bulgarian agreements. According to European Union integration process and the influence of Copenhague criterions, important reforms have been done but prejudices coming from history are stil making difficult an eventual solution. We expect this research to open the way for a betterment of policies concerning non muslim minorities rights for education and use of mother tongue, and to draw attention to the struggle against segregation. The research tries to answer the questions above: 1. What are the similarities and differences for non muslim Turkish citizens rights and positions for education and use of mother tongue during the Ottoman Empire period and the Turkish Republic period?2. Similarities and differences of policies in Turkey concerning minorities rights for education and use of mother tongue in Turkey before and after the application of Copenhague criterions.
