PHPprogramming language, MySQL database system, Apache web server andLinux operating system have constituted the components of the portal. Samplecourses have been prepared to asses the portal and an assessmentquestionnaire developed has been applied to experts. The data has beenexamined in view of visuality and attraction, presentation and technicalstructure, and educational properties and it has been shown the portal is foundto be successful by the experts. Keywords: Life-long learning, distance education, web based education, e-learning, portal.
