Person is described as both inteligent animate and social animate in the line of Platon, Aristoteles and Farabi?s philosophy. Basically, this two definitions complete each other. Because, a real social order merely is supplied with the manage of the intelligence. It?s found this two aspects of person at Farabi?s opinion on society and state. According to Farabi the nature of each existence is make true that its own aim. The aim of intelligent animate is the highest happiness. That is, the person exists so that he would arrive to the highest happiness. Farabi, with his this vision, signs that the persons have been living a perfection process.Person is at the maximum position among the species in the world as a intelligent animate. It?s not possible that its aim make true lonely, but by the way of its become a society. Farabi, with his this vision, signs firstly that the superior position of the intelligent animate and it?s not resemble any species among the species as kind. Openly, the whole of other existences can used so that the intelligent animate would arrive to his aim. On the other hand, Farabi signs that the aim of the intelligent animate is a rational aim, and it?s necessary that the other faculties must found under the direction of the intelligence for to go forward throught this aim. And finally, Farabi signs that the person is insufficiency to acquire faculties alone, and it?s necessary that become a society.İn this way, it?s processed state as the form of organization of the community. The problem is who must manage the community in the road of to realize the aim of intelligent animate. Farabi answers this question with the concept of First President. First president is the arrived at the rational progress by his all aspects, consequently he is the philosopher who learned what is the highest happiness by whole meaning. From this point of wiev, the concepts of the philosopher, the ruler, the dominant and the leader have been indicated to different sides of the first president. The society that is managed with the laws which are first president has maked lawful happens virtuous persons who is distant all contradictions, fights and antinomies, helped each other inside an order, be occupied each other with the tie of love and advanced at the road of the highest happiness. Thus, function of the state is to supply the conditions of good and happy living under the lawful regime appropriate the natural aim of intelligent animale.Key Words: Alfarabus, society, goverment, management, philosopy, first president.
