The need to prevent the negative effects that may arise as a result of collecting legislative, executive and judiciary powers, which are the basic powers of the state administration, under one authority has created the idea that these powers should be separated from each other. As a result of this, the principle of separation of powers was developed, and this principle had an impact on the formation of government systems. The extent to which the powers would be separated from each other has shaped the government systems. Today, all political systems are different variants of the parliamentary system based on the soft division of the powers, the presidential system based on the hard division of the powers and the semi-presidential system described as a mixture of these two systems. Countries implement these government systems in line with their own needs and historical experience and change them from time to time. Political instability in Turkey, especially in the 1960s, has frequently raised issues related to the change of the government system in the 1980s, and as a result, fundamental changes were made in the government system with the constitutional changes in 2007 and then 2017. With the amendment of the Constitution in 2017, Turkey has created the `presidential system of government` model, which is shaped on the rigid separation of the powers but is different from the presidential system in some respects. The aim of this thesis is to determine the advantageous and disadvantageous aspects of the presidential system of government applied in Turkey by analyzing three model countries that implement the parliamentary system, presidential system and the semi-presidential system in detail as well as to compare this system with other government systems in the context of political stability. In the study, firstly the basic information about government systems regarding the relationship among powers was given; then England, Japan and Germany were examined for the parliamentary system; US, Argentina and Azerbaijan for the presidential system; France, Portugal for the semi-presidential system and Russia for the relationship among powers. Then, the historical development of the presidential system of government, the relations among the powers in this system and the possible effects of the system on political stability were discussed. In the light of the information obtained from nine sample countries, the presidential system of government and other government systems were compared from different perspectives.
