Turkish public bureaucracy, with traditional management perception and organized according to the management approach from the center, has been trying to adapt to a new management culture according to the influence of internal and external dynamics and the conditions of the era since 1980.Turkey has an ancient state tradition and in this tradition, adhering to the state authority and centralization are the prominent elements. Centralism is provided through the government officials appointed from the capital. The provincial headquarters of the central government are the governorship and the district governorship under the orders of the governors and district governors. Also the superiors of the other institutions in the provinces have been taken under the order, supervision or control of the governors and district governors according to the principle of integrity of the administration. Therefore the governorship and district governorship has a special place and importance in Turkish public administration from the Ottoman Empire to the present. These organizations, which constitute the state's form organised on the land and the direction that touches the citizens, are the structures dominated by the traditional management culture as a natural result of central management. The subject of the thesis is the effects of the new public administration approach on the management culture of the provincial organizations of the Ministry of Interior. In order to demonstrate this effect; the projects developed for governorships and district governorships, which are considered as provincial organizations of the Ministry of Interior in terms of structure, functioning and personnel although they are the provincial organizations of the central administration, were examined. Therefore, this thesis was conducted to determine which extent governorships and district governorships have adapted to the new management culture, whether they internalize this culture or not, whether there has been a transformation in management perception. As a result of the study, that the new management culture is adopted by the governorships and district governorships in terms of service provision; however it is concluded that the aspect of the paradigm or mentality change is insufficient and a model was proposed to fully internalize the new management culture by these organizations.
