Many real world ontologies consist of thousand of terms and developed by multiple participants. Using monolithic ontologies of this size causes problems that affect various steps of the ontology life cycle. Thus, there is an urgent need for tools and methodologies for modular and collaborative ontology design. Benefits of modular approach include division of labor, scalability, partial reuse and broadened participation. This thesis proposes a methodology to develop an ontology network, which is a combination of several ontology modules. This methodology also proposes modular ontology design patterns. The most important contribution of the methodology, namely modular ontology development methodology, is its support for developing an interoperable module network. The second contribution is that the methodology consists of abstract and concrete development steps. Thus, both naive and expert ontology developers can take the advantage of the methodology. Besides, in this thesis a methodology-oriented ontology development tool is developed to support the modular ontology development methodology.
