During the dissolution of the USSR, the newly established Russian Federation had to face important problems in domestic and foreign areas in the first years of its establishment. For this reason, the Russian Federation could not develop close relations towards the Middle East. Since 1993, the Moscow administration has started to publish concepts and doctrines that explain the paradigms of Russian foreign policy. In the 2000s, with Putin's coming to power, important changes took place in Russian foreign policy. With the Russian Federation's orientation to the Middle East, Iran has become an indispensable position in Russian foreign policy. The reason for this is that the Russian administrators think that the Russian Federation should establish close relations with the Middle East and Iran in order for the Russian Federation to be an effective and powerful actor in the global arena. As a matter of fact, the Russian Federation's increase in its effectiveness in the Middle East and its close relations with Iran have brought important gains to Russia in both economic and political terms. In our study, the historical research method has been used to explain the process of Russian foreign policy in relations between the Middle East and Iran since the establishment of the Russian Federation. With this method, the importance of Iran in the Middle East policy of the Russian Federation has been explained in detail with Putin's coming to power. In this context, in our study, `Iran is an important regional ally in terms of protecting the national security of the Russian Federation during the Putin era, being an active actor in the Middle East, preventing the US hegemony and protecting its regional interests in the Middle East.` hypothesis will be tested. Since the September 11 attacks, the US invasion of Iraq and the Arab Spring events are important turning points in the Russian Federation's Middle East policy, these events are widely included in our study. In addition, energy, commercial and national security concerns stand out in the relations of the Russian Federation with the countries of the region. All these events and concerns in relations with the countries of the region affect the relations of RF with Iran. These factors increased the importance of Iran in the Russian Federation's Middle East policy and brought the RF-Iran relations to the dimension of regional alliance. In line with the findings obtained in our study, it was concluded that Iran was an important regional ally in line with the events experienced in the Middle East policy of the Russian Federation during the Putin period and the regional interests of the Russian Federation.
