This thesis basically analyses the factors determining Turkish defense expenditures and its resources and depending on the available data, the trend that Turkish defense expenditures has taken in comparison with some selected public expenditure items. Taking into account of the strategic position of Turkey, an attempt is made to compare Turkish defense expenditures with those in interested parties. For this purpose, first of all the relative developments of defense, education, health and infrastructure expenditures in consolidated budget and in GDP are comparatively analyzed in Turkey during 1924-2011.Secondly for 2000-2010, it is focused on how relative positions of defense, education, health and infrastructure expenditures in total public expenditures and in GDP have changed in neighbor countries of Turkey, top 10 countries whose defense expenditures are highest in the World and developed 20 countries. In the latter analysis, infrastructure expenditures are removed from the analysis due to the technical difficulties in exact computation of infrastructure expenditures in the countries under consideration. It is concluded that during 1924-2011, the share that Turkish defense expenditures take from the consolidated budget is all-period-minimum in last ten years and consequently the shares of education, health and infrastructure expenditures in consolidated budget increase.Only in Armenia, Russian, Georgia and Saudi Arabia, the defense expenditures rank first in total public expenditures and GDP.Key Words: Turkey, Defense Expenditures, Education Expenditures, Health Expenditures, Infrastructure Expenditures, Consolidated Budget.
