Özet

As a philosopher and statesman of the 14th century, Ibn Khaldun created his theory of state and politics around the concept sets he built. Although `Asabiyyah` was previously used, he was the first philosopher who addressed this concept in relation to social events. As one of the pioneers of the science of Umran and history, his emphasis on these concepts helped him develop the theory of state and politics. Therefore, Ibn Khaldun's theory of state and politics has been analyzed in the study based on the concepts of `Asabiyyah`, `Umran` and `history`. For Ibn Khaldun, it is not possible to establish a state without relying on strong Asabiyyah. Umran is the substance of the state, while the state is the form of umran. Moreover, umran is the only science that allows getting rid of the mistakes made in history. In other words, for Ibn Khaldun, these three concepts are closely correlated. Although it does not have much importance in the establishment of a state, the reason for considering economics as an important element in the next stage is because he sees a relationship between economics and politics. The present study aims to explain Ibn Khaldun's theory of state and politics, which also influenced the Ottoman intellectuals with his views on the theory of generations/attitudes and circular politics, by referring to his concept sets and setting out from here. Keywords: Asabiyyah, Umran, Ibn Khaldun, Nationalism, History, State, Religion-State Relationship, Politics, Circular Policy.
