On the other hand, alternative provision methods are more marketoriented. Unquestionably, ?voluntarily provision methods? included inalternative provision methods are non market approaches. In this study, bothtraditional and alternative provision methods are examined within theframework of current literature. Furthermore, reasons, that made localgovernments provide public services with alternative methods, are analyzed indetail. Some of the theoretical reasons include failure oflocal governments, the new public administration, and changes in the roles andfunctions of the state. Out of these factors, of course, main motives that madelocal governments use alternative public service provision methods areeconomical and fiscal ones.At the last part of the study recent laws on local governments areevaluated in the light of theoretical developments. The existence of verdicts inthese laws causing local governments to use alternative public service provisionmethods are evaluated as reflections of changes in the world to the localgovernment system of Turkey.
