SUMMARY MÜTERCİM AHMED ASIM'S VIEWS ON OTTOMAN SOCIETY AND MODERNIZATION Keywords: Mütercim Asım, the theory of circulation of state(Tavir!ar Nazariyes)i, asabiyet, Nizam-ı Cedid, Ottoman modernization In this thesis, on the basis of his own book titled `Asım Tarihi`, Ahmed Asım's views and comments on the Ottoman society, its increasingly intensifying degeneration in the 1 8th century, and the Nizam-i Cedid program ( a program of westernizing reforms) against this degeneration have been studied. The aim of the study is to make a modest contribution to the development of the relationship between the Turkish sociology and Turkish history, to the history of Turkish sociolgy and to the research of the history of Turkish social structure. This is a study covering the reign of Selim III (1789-1807) and the very early days of Mahmud II, which is an important part of westernizing history of the Ottomans, based upon documentation method in which several techniques, such as document analysis, making card indexes and content analysis, have been used. Asım Efendi, with his book having multi-colured social content, brought a fresh breath to the Turkish historiography by using a critical style and putting a special emphasis on the causes and effects of events. He enlivened the social history understanding that had appeared in the works of Naima and Katip Çelebi in the 17th century, which, however, could not be sustained later on. In his book he discusses the degeneration of the Ottoman society with all of its institutions. According to Asım, from the late 16th century the Ottoman society started giving up the ideals of gaza and jihad, moving away from the desire for dying for Islam and leaving war and conquest mode for a so called civilized way of life. This led to the degeneration of the society and corruption of the institutions. According to him, the ulema (the learned men) were mainly responsible for the retrogression of the Ottomans because they gave up encouraging and advising people to do good things for the nation and they stopped orienting people towards gaza and jihad. As a member of the ulema, Asım sees modernization essential from a rational and religious standpoint. He is in favour of Nizam-i Cedid reforms hoping that these reforms could bring the old glory days back. He has affection and loyalty to Selim III. He strongly criticizes the ulema and the janissaries who are against the reforms. He also criticizes the Nizam-i Cedid dignitaries and the officials in the Palace surrounding Selim III upon realizing that the reformative projects are abused and cause malversation. Though he is appreciative to Selim HI, he doesn't hesitate to criticisize that Selim IH and his men are fond of luxury and pleasure, which he thinks is the main cause for the failure of the Nizam-i Cedid reforms. Asım, while explaining why European civilization became superior to Ottoman civilization, points out that Ottoman civilization is actually superior in terms of its dynamics and basic merits, and this, along with the Ottoman domination in the world, is what really triggered the birth of `European Order`. From his point of view, even though the European countries accelerated their development and got ahead of the Ottomans in the 17th century, they actually owe this success to the principles and values that they adopted from the Ottomans. Therefore Asım suggests a modernization adopting the technical, scientific and military principals of the West without adopting the way of life of the Europeans. Asım stresses that weak nations could imitate powerful ones even if there is enmity between them and he adds that this imitation could be cyclic. VI.
