Since the founding of the Sui Dynasty (581-618), it has supported the seed of hypocrisy thrown among the Göktürks. Their policy of division and separation was conducted by some diplomats. One of the most important jobs for this propaganda was managed by Pei Ju. Pei Ju travelled across all the markets of Silk Road route, collected information of foreign traders, thus prepared reports on the Western Regions. Due to his reports; Dayi Princess who was operating against the Sui Dynasty was killed, Töles's were pulled to the Chinese side and Chuluo Kağan (603-611) took refuge in China. Furthermore, the Tuyuhuns lost their power, and cities such as Turfan and Hami were connected to China. On the other hand, Pei Ju, who wants to take over the oasis cities on the Silk Road, wrote a very important work about these circles. Pei Ju, who described the economic, political, military, social and cultural qualities of the peoples in the region, also outlined what needs to be done to take control of them. Unfortunately, his work, which does not survived to the present day as is directed by the Sui Dynasty for the politics to follows on Göktürks; By the time of the Tang Dynasty (618-907), it also helped the Emperor Taizong (627-649) establish an administrative agency by dominating the regions that have encomraned Central Asia. We hope that the information contained in Pei Ju's biography, which played a crucial role in Turkish history at a critical time, will be a guide to the work to be done next. Keywords: Pei Ju, Xiyu (Western Region), Sui Dynasty, Tang Dynasty, The Göktürk, Silk Road.
