After the 1980?s the winds of globalization accelerated and dominated the whole world. The extensive use of the concept of ?Civil Community? or ?Nongovernmental Organization? is also valid for this time period. In our world, the powers which have achieved economic globalization, which have made major progress in social and cultural globalization have formed their own paradigma. Such tools as advertising, perception management, propoganda and especially public relations which is widely referred today as ?corporate communications? have been used in explaining and in appropriating this new paradigma. The technological progress offers infinite possibilities to those working in this field. It is necessary for any establishment, whether profit seeking or not, to be able to use these tools most effectively in order to have a place in this new world order. These tools can be used for the welfare of humanity or the reverse, dependent upon the intention and objective of the user of such tools. One of the most important problems of our day is the incomprehensible speed of progress in technology. This situation has widened the already existing gap between the developed countries and the developing countries. The developing countries find it difficult to protect their national values against global values against the speed of this transition. Moreover, this speed of transition is much higher than what human nature can handle. The situation of a person who is thoroughly confused with such tools as blurred perception and the like, also offers inconcievable opportunities for the manufacturers and producers of ?this situation?. The people who are much more occupied with their computers and mobile phones read much less than before. In our age reaching an accurate knowledge is not easy at all in spite of all the resources available. This environment facilitates imposing of knowledge which does not comply with historical facts to large masses of people who have been almost cut off from their historical background. For this reason in this thesis extensive reference has been made to the historical backgrounds. The thesis consists of four sections. The first three sections are dedicated to ?Civil Community?, ?Non Governmental Organization? and ?Public Relations in General and Public Relations in Non Governmental Organizations?. The common feature of the concept of civil community, nongovernmental organization and public relations is that there is no consensus on the definition of these three concepts in spite of the fact that hundreds of definitions have been made and many volumes of books have been written. In the respective sections, along with providing definitions and theoretical information, for the sake of having clearity for these concepts, more space have been given in some sections to implementation. At the last section of the thesis a model is proposed in line with the information in the first three sections for the Nongovernmental Organizations in Turkey in order to hold more effective public relations campaigns. The model is an application of Situational Model of Public Relations on Non Governmental Organizations. The thesis does not cover all the Nongovenmental Organizations but only those who define themselves as ?Pro-Atatürk? and ?national?. This model is about how Nongovernmental Organizations can develop while protecting institutional culture and values without being converted. In our age, in line with the hypothesis that sucess is possible only with strategic and goal driven work, focus on infrastructure, especially institutional development have been discussed as indispensable part of this model. ?Real Non Governmental Organizations? which are strategical and goal driven will be able to create a more powerful pressue on the management in favor of those who are managed and will be able to conduct a real institutional communication in order to achieve more visibility, more resources, more active members.Key Words: Non Government Organization, Situational Model of Public Relations, Globalization, Strategy, Institutional Development.
