Knowledge process of humanity begins with its history. One of the ways in which man can obtain knowledge is his conclusions from the advice given to him by using his mind.In terms of politics, in many periods, statesmen or scholars of the period have written books on their own traditions. In these books they have given recommendations especially to the principles of management. One of these books is Kalilah and Dimnah which were translated from Arabic to Pehlevice by Ibn al-Mukaffa. In this thesis, we examined Kalilah and Dimnah, which are among the first examples of the type of fables and have an important place in many cultures.Kalilah and Dimnah is among the most widely read and translated books in world literature. It is a mirror for princes book written for the rulers as well as a literary book. Mirrors for princes, generally, contains recommendations to the rulers on the intricacies of political art. In addition, they reflect the practical ethics of the period in which they are written, as they aim to define the boundaries of the state administration and the managers, based on experience. In this sense, they are similar to the handbooks written for the administrators. The main headings of the mirrors for princes are state management, the issues to be considered during the administration, the qualifications that should be in the manager, the features that should be considered in the determination of the state officials. Political concept of the period, also, can be observed in the mirrors for princes. The main issues of Kalilah and Dimnah are the basic principles that maintain the authority, the people-ruler relationship, the vizier's relationship with the ruler, betrayal and cheating. The basis of the work is based on politics and morality. The subject of the book is wisdom, intelligence, dignity and justice, which distinguishes man from all animals, and which he knows to all the secrets of the world. In the first part of our thesis, we gave information about the author of the book, the process of change over the years, it's identification with translator Ibnu'l-Mukaffa, it's place in world literature, and it's translations to various languages. In the second part of our thesis, we mentioned about the recommendations, suggestions, moral and political implications, the relationship between the ruler and the people.
