At the same time, the effect of democracy has important effect on civil society and the relationship between civil society and state. These effect can be required that dealing with the constitutional-institutional structure of state and its politics in democratic criterion again and made us examined if civil society is pluralist. However, the formation of a civil society cannot be finalized only via the enactment of certain laws or the modification and the annulment of some legal codes overnight.
