Özet

The economies are experiencing a structural transformation at the present day. Within this transformation process, the share of physical capital is decreasing but the share of science and technology is rapidly increasing. In the world, countries which produce science and technology are performing a rapid economic development and able to raise their standarts of living. The technology policy which can be described as the set of instruments that governments use to encourage and control the process and direction of technological abilities has been a branch of economy policy which countries frequently use to make their economic development faster. On the other hand, ?National Innovation System? approach which has entered the economics literature and intensely drown attention in recent years is seen as a complementary element of technology policies and especially together with the better apprehension of the innovation creation process, is undertaking significant functions as a guide in terms of the increase of the country?s ability of technological innovation creation. In this study, technology in context of knowledge society and technology policy that are implemented in order to increase technological innovation are treated. There is also an econometric application which examines the relationship between the R&D expenses and economic growth for Turkish economy in the study.
