Port operators are obliged to use scarce resources they have more effectively and efficiently because they, as one of the main actors performing activities falling within the scope of maritime trade, are engaged in activities in an environment where intense competition is taking place. The fact that port operators can continue their operations successfully depends on observing changes in the external environment, predicting the direction and severity of change, providing services that can meet customer needs and requirements in an accurate and complete manner, and their ability to transform customer satisfaction into their ability to do so. That is why; the adoption of customer-orientation approaches to the design of port services has become a critical issue at the point of improving the competitiveness of port operationsThe main purpose of the research is to provide a customer-orientation proposal for the design of port services that can meet customer needs and requirements in a complete and accurate way. For this purpose, criteria that can be used to measure the efficiency and efficiency of ports are determined; then, the activities of 14 ports operating in Turkey and carrying out container handling were analyzed by using the Data Envelopment Analysis method considering these criteria. An application has been implemented using Fuzzy Quality Function Deployment, which allows for the design of a customer-orientation service in the design of the services provided by a port determined to have low efficiency as a result of the analysis.Findings obtained in the research show that customer requirements which should be given importance to ensure customer satisfaction in port service design are; `the availability of port equipment and facilities`, `the availability and adequacy of port equipment and facilities` and `knowing the needs and requirements of customers`. The most important technical requirements that can meet these necessities have been determined as `standardization in services`, `the status of facilities and equipment in accordance with standards` and `continuous improvement and total quality management`.
