Turkic republics occurring after collapse of Union of Soviets in 1991 were a matter of interest within Turkish people and before official authorities of our country; so serious steps were taken to increase cultural and economical relations with same origin. Turkey was the first country who recognized Kazakhstan, declaring herself as an independent country on 16th December 1991. Many investors preferred the mentioned countries due to the factors such as language, unity of culture making communication easier, so cultural exchange started between two countries. Ahmet Yesevi University in Kazakhstan and Manas University in Kyrgyzstan were launched, thus educational and teaching relations became closer by acceptance of mutual acceptance of students. The banking system of Kazakhstan, which is the subject of our thesis, was examined under three main headings. In order to understand the banking system in Kazakhstan, like many other subjects, one must have knowledge about the banking system during the Soviet era, which is the basis of the whole system, the general operations of that era and the common skeleton used by the neighboring countries in order to establish an order after the Soviets. The area countries, due to having common characteristics, benefited from their experiences in order to overcome the hardships occurring after the Soviets and acted similarly towards the hardships. Therefore, in the first section of our study, we examined the history of banking system in the area in detail and presented the things in finance sectors experienced by the Community of Independent Countries before, during and after Soviets. In the second section, we examined the banking system of Kazakhstan; studied the legal substructure of finance system, the sector players and operation of the system as well as the effects of Kazakh finance system into economic development process. In the third section, we examined the banking reform realized in Kazakhstan; the side effects of the measures to overcome the hardships, additional problems experienced and presented some proposals to overcome the subject problems. Especially, we examined the effect of 2007 mortgage crisis on the country economy and finance system, which affected the whole world.
