Safflower is an oil seed plant which can be brought up in arid conditions. Particular emphasis should be laid on safflower as it is a potential raw material source both for vegatable oil and compound feed sectors, it can be brought up in alternative areas, alternation can be applied to it and it can be planted in fallow lands. It should also be emphasised that due to this features safflower will not pose a risk in terms of reduction in grain areas and threat food security.The aim of this study is; to develop policies in order to meet the oil seed supply deficit in Turkey so as to contribute for meeting the deficit of existing vegatable oil and deficit of pulp which is the vegatable protein source of livestock sector by creating resources for vegatable oil and compound feed industry. Within this scope, a questionnaire study has been conducted in totally 18 villages from Konya, Eskişehir and Ankara provinces within the Central Anatolia Region in which safflower farming activities are carried out intensively, with 160 respondents whom are selected according to the method of proportional sample volume, with a certain experience in the safflower farming and/or with a potential of carrying out safflower farming. While 36,8% of the 160 respondents (59 persons) are experienced in safflower farming activity, 63,2% of them (101 persons) have no experience concerning the safflower farming.With the prerequisite of merging the cropping system implemented and using the fallow land of the respondents; the relations between the factors influencing the safflower farming have been analyzed in the study by considering both the relations of variables among themselves and the relation of an each variable between its own level for the purpose of using them in the determination of the necessary conditions and the policies to be established, as for the methodology; multiple correspondence analysis has been utilized.As a result of the multiple correspondence analysis; from the personal characteristics of the respondents; level of education and social security status of them, from the characteristics of the enterprise; the existence of animal and machinery-equipment, from the safflower farming preference of the subjects; the influence of guarantee of purchase and easy marketing of the safflower have been found meaningful and these are all determined to be the elements required to be considered. It is concluded that the general farming knowledge level of the respondents and their awareness concerning the subsidies paid for safflower cannot be the possible elements affecting the policies to be formed.As a consequence, a purchase guarantee system to be applied for the mentioned crop shall constitute the basis of the safflower policy to be established in our country.

Aspir kıraç koşullarda yetişebilen bir yağlı tohum bitkisidir. Türkiye'nin bitkisel yağ ve karma yem sektörleri için potansiyel hammadde kaynağı olması, alternatif alanlarda yetiştirilebilmesi, münavebeye girebilmesi, nadas alanlarını değerlendirmesi ve bu özelliklerinden dolayı hububat alanlarını daraltma ve gıda güvencesini tehdit etme gibi konularda önemli bir risk oluşturmayacağı için üzerinde önemle durulması gerekir.Bu çalışmanın amacı; bitkisel yağ ve karma yem sanayilerine hammadde kaynağı yaratarak mevcut bitkisel yağ açığının ve hayvancılık sektörünün bitkisel protein kaynağı olan küspe açığının kapatılmasına katkı sağlamak için Türkiye'de yağlı tohum arz açığının kapatılmasına yönelik politikalar geliştirmektir. Bu kapsamda, Türkiye'de aspir tarımının en yoğun yapıldığı İç Anadolu Bölgesi'nden Konya, Eskişehir ve Ankara illerine bağlı toplam 18 köyde, Oransal Örnek Hacmi Yöntemi'ne göre seçilen, aspir tarımında belli bir deneyimi olan ve/ya aspir tarımı yapma potansiyeline sahip 160 üretici ile anket çalışması yapılmıştır. Anket yapılan 160 üreticinin %36,8'i (59 kişi) daha önce aspir tarımında deneyim sahibi iken, %63,2'si (101 kişi) aspir tarımında deneyim sahibi değildir.Üreticilerin, uyguladıkları münavebe sistemlerine katmak ve nadas alanlarını değerlendirmek ön koşuluyla; araştırmada, aspir üretimi için gerekli koşulların ve oluşturulacak politikaların tespit edilmesinde kullanılmak üzere, aspir tarımını etkileyen faktörler arasındaki ilişkiler, hem değişkenlerin kendi aralarındaki hem de her bir değişkenin kendi seviyeleri arasındaki ilişkiler dikkate alınarak analiz edilmiş, yöntem olarak da Çoklu Uygunluk Analizi kullanılmıştır.Çoklu uygunluk analizi sonucunda; üreticilerin sosyo-ekonomik özelliklerinden eğitim düzeyi ve sosyal güvence durumu, işletme özelliklerinden sahip olunan hayvan varlığı ve makine-ekipman varlığı, üreticilerin aspir tarımını yapmayı tercih etme durumlarından alım garantisi verilmesinin etkisi ve aspirin kolay pazarlanabilmesinin etkisi anlamlı bulunmuş ve aspir politikası oluşturulurken bu özelliklerin mutlaka dikkate alınması gereken unsurlar olarak tespit edilmiştir. Üreticilerin genel çiftçilik bilgi düzeyleri ve üreticilerin aspire uygulanan tarımsal desteklemelerden haberdar olma durumlarının ise oluşturulacak politikalarda etkili olabilecek unsurlar olamayacağı sonucuna varılmıştır.Sonuç olarak Türkiye'de oluşturulacak aspir politikalarının temelini, bu ürüne uygulanacak bir alım garantisi sistemi oluşturacaktır.
