Religion is defined as a social institution that systematizes belief. It is an indispensable element of daily life with its rules and provisions. From its definition, it can be seen that religion plays an active role in shaping and transforming social formations by offering a life style and a worldview to its believers. Man was never unified in any period of history and was shaped by the society in which he grew up. Family is formed since the first human Prophet Adem. An inevitable consequence of coexistence is the necessity of a number of rules that regulate the relationship between individuals and others. For this reason, the Islamic religion, since the first revelation of the Prophet Muhammad (p.b.u.h), the preacher with the Words and practices of the believers in the individual and social areas have to comply with the rules and have put forward a way of life. In the Qur'an, when we look at the verses that regulate the relations between people, some of them are addressed to the people and the other part is addressed to the society. The common goal of the verses is the construction of an Islamic society, composed of peaceful people, protecting the individual from the mistakes, suspicion and obedience. In Surah an-Nur, the existence of provisions and principles related to social life can be seen in terms of its effect in shaping Islamic society. For this reason, Surah Nur is the basis for this study. In this context, our thesis, after an overview of Surah an-Nur; Surah is composed of three main parts, related to family, moral rules, and related to the rules of living together in society.
