In the period of the disintegration of the Ottoman Empire the first serious regulations were made in the military areas. After a while it was understood that the problem couldn?t be solved only with the military regulations and some reforms in other areas were initiated. Administrative restructuring was the most important of them. Sultan Mahmud II took up the administration in the capital and provincial cities according to a centralized model and divided the government bureaucracy into branches. The Ministry of Commerce is one of those branches. One of the most important factors that are the symbol of the independence of a state is the economy. Keeping the economy vibrant depends on the regular internal and external trade. Considering this situation, the Ottoman Empire established the Ministry of Commerce on May 24, 1839 in order to expand trade, prevent confusions and, to gather trade-related jobs in a centre as in Europe. Within a short time all trade-related institutions were given under the administration of this Ministry. However, this haphazard restructuring caused various problems. On top of that, the studies conducted to solve problems didn?t provide the anticipated results. Therefore The Ministry was abolished in 1841. The work related to this Ministry was performed under the authority of Istanbul Customs Department for four years. The Ministry of Commerce was established for the second time on September 2, 1845.The mission of the Ministry of Commerce is classified as trade, industry, agriculture and public works. Although this institution is called as Ministry of Commerce, the works of the Ministry of Agriculture and Ministry of Public Works were carried out under the supervision of this institution. These three ministries have been managed sometimes together and sometimes separate. Despite the fact that The Ministry tried not to neglect those duties, the area of the most intense activity has become the Commercial Courts. By 1875 the Ministry of Commerce ignored its main task and continued its existence as the Commercial Court. In 1875, with the establishment of the Ministry of Justice, the Commercial Courts were granted under the administration of this institution and the Ministry of Commerce was tried to return to its main task.
