English language teaching in Turkey started in the Ottoman period with the opening of the British and American missionary schools towards the end of the 19th century. These schools became the elite institutions because of their English medium instructions soon, also making good examples for the English language teaching in the Republican Period. The Founders of the Republic, who evaluated the negative consequences of the multi-lingual medium of instruction of the Ottoman period, understood the necessity of foreign language teaching so that Turkey could become a member of the contemporary nations. In accordance with the Act of Unity in Education, 1924 it was decided that education be conducted in only one language; therefore, a new foreign language teaching policy, which proposed that one of the three Western Languages should be on the agenda of the Turkish education, was made. Starting with 1944-1945 Education Year, Gazi Education Institute began to educate first English teachers who had the methodological content knowledge. After 1950s, English became the most popular foreign language in Turkey, which is a member of NATO. The following years introduced more need for English teaching in line with the increase in population, and educational institutes failed to meet the growing need for English language teachers. This has brought about the problem of quality, and Ministry of Education had to resort to the provision of English teachers from other sources. As a result of the new policy of teacher education in 1982, English language teachers started their education at Education Faculties. With the Education Reform in 1997, English became the compulsory foreign language, and it was started in the 4th grade of primary schools. This implementation caused both the need for new curriculum designs and more language teachers. After the second half of the 1990s, European Union integration process has affected the English Language teaching, and some changes both at teacher education and teaching programs have taken place. Turkey, which has not been able to reach the target, set for English language teaching despite the allocation of the vast funds, needs more effective policies that serve for the current requirements by evaluating the past failures.
