In capitalist societies, the change in employment policies and employment structure is decisive not only in the private sector but also in the public sector. Our study aims to analyse the change in the public employment, the employment structure of municipalities as well as the change in this structure.Municipalities as public employer have many different factors that affect the employment relations. Some of these factors are at the discretion of municipalities, while central administration has significant effects on the others. Employment in municipalities has unique characteristics compared to other public institutions since its main bodies are elected. On the other hand, both general employment policies and relations with the central administration in administrative, financial and political manners are decisive in terms of the employment in municipalities as local government units in a society where the central is stronger in the central-local relations, as it is the case in Turkey. In this study, the change in employment policies and its reflection on labour relations are analysed using the example of Istanbul Metropolitan Municipality after 1980. The basic characteristics of the employment structure in Istanbul Metropolitan Municipality in the pre and post-1980 period were explained based on mainly secondary sources, using the periodicity developed by the `Regimes of Accumulation` approach.Today, Istanbul Metropolitan Municipality is an institution having more employees than all the private sector companies. It ranks second after the largest private sector company due to its budget size. Therefore, we think that this study on Istanbul Metropolitan Municipality is important and will contribute to the literature. Our study shows that after 1980, flexible and precarious forms of employment became dominant in Istanbul Metropolitan Municipality, which is a public institution, just as it is the case in the private sector.
