Özet

In this dissertation, the position of civil society in the face of the state was problematized over the operating period of Turkish Hearts between 1912 and 1931 which involves (ya da identifies da denilebilir burada) the time period between the Second Constitutional Monarchy experience in the final stage of Ottoman Empire and the Single-Party period which was built on a nation-state idea in conjunction with a Republic regime basis. The organizational practice and operating effectiveness of Turkish Hearts, both in the Party of Union and Progress period and People's Party period, provided us to examine the relationship between the state and the civil society on the basis of an argument which includes the Turkish Hearts. In this study, which analyzed the state- civil society dichotomy, in the context of the relationship of Turkish Hearts with the dominant class, it was argued that civil society was manifested by the ruler ship with the hegemonic functions as part of the construction of the consensual legitimacy of power on the face of the dependent-class; and, the relationship between the Turkish Hearts and the ruler ship was considered within this hegemonic relation. This study consists of two parts; in the first part the relation between the state and civil society during the Party of Union and Progress period was examined and in the second part this relationship (state-civil society) was analysed among Single-Party period within the context of the position of Turkish Hearts with regards to the state-civil society relationship.

Bu tez çalışmasında Osmanlı İmparatorluğunun II. Meşrutiyet deneyimine denk düşen son dönemi ile Cumhuriyet rejimi temelinde inşa edilen ulus-devlet Türkiye'nin kurulduğu Tek Parti Döneminde, 1912-1931 yılları arasındaki faaliyet süresi üzerinden, Türk Ocakları örneği ekseninde sivil toplumun devlet karşısındaki konumunun sorunsallaştırılmıştır.Türk Ocaklarının hem İttihat ve Terakki hem de Halk Fırkası iktidar dönemlerinde sahip olduğu örgütlenme pratiği ve faaliyet etkinliği, devlet ile sivil toplum arasındaki ilişkinin Türk Ocaklarının içinde olduğu bir tartışma üzerinden incelenmesini mümkün kılmıştır.Devlet – sivil toplum dikotomisinin, Türk Ocaklarının egemen sınıf ile ilişkileri bağlamında analiz edildiği bu çalışmada, sivil toplumun, iktidarın bağımlı sınıflar karşısındaki meşruiyetinin rızai yönünü inşa etmesi bağlamında iktidar tarafından hegemonik işlevlerle donatılmış şekilde açığa çıktığı savunulmuş ve Türk Ocakları ile iktidar arasındaki ilişki bu hegemonik ilişki ekseninde ele alınmıştır.İki bölümden oluşan bu çalışmanın ilk bölümünde İttihat ve Terakki Dönemi devlet – sivil toplum ilişkisi ve ikinci bölümde ise Tek Parti Dönemi devlet – sivil toplum ilişkisi Türk Ocaklarının bu ilişkisellik bakımından kendini konumlandırdığı yer bağlamında incelenmiştir.
