The article tries the metric model structure on software project management based on litera-ture review and researches. This is a thesis study structured on technological, organizational, environmental, managerial, strategic model theory that is developed to improve the success of project management. In modern technology, metric usage is emphasized while planning is conducted in regards with project management. Project management planning, monitor-ing and management operations shall be based on quantitative data in order to present a successful job. It is proven that; when the operations are handled through measurable metric systems, projects are managed in a controlled way and the success targeted is more clearly achieved. Planning project management based on a measurable system minimizes the devia-tions in performance assessments. The intended objective of this research is to encourage the use of metrics in project management, to facilitate the metrics selection process, to pro-vide a source for proper use of metrics and to contribute to the literature on the use of met-rics in project management. Keywords: TOEMS Model, Management Metrics, Project Management Metrics, Software Project Management, Project Management Processes.
