Secondly, the relationship between the First Turkish Islamic States and the scholars will be discussed. Thirdly, the scholars of the Ottoman Empire, madrasas and members will be included. The ulema, who played an active role in the establishment of the Ottoman Empire, played a significant role in the later stages of the state. In the transformation of knowledge, the Ottoman madrasas of the classical period were effective. Under the leadership of the ulema class sheikhulislam, with the kanunnamesi of Mehmet II, it was desired to be firmly articulated to the power of the center of the state. After this process, the gap between the eden high-level ulema, which usually acts together with the state, and the lower-class ulema, which continues to exist mostly in the provinces, began to deepen.During 16. the century, some new developments in the world, such as geographical discoveries and the Renaissance, negatively affected the Ottoman economy, social structure and the class of the ulema. The State center has had to make a long effort to suppress the movements of the madrasah, which are factors of economic reasons. 17. the century is the period in which Reform movements started to be made in the Western sense. The modernization period manifested itself in different ways in the state-ulema relationship. The modernization work was carried out by the state in a hierarchy functioning from top to bottom. Thanks to his policy, Mahmut II. has made radical innovations by taking the Senior Ulema with him. The lower-level ulema, on the other hand, were generally opposed to the state. Keywords: Ulama, Madrasah, Ottoman Empire, Janissero, Opposition, Transfer of Information, Mahmut II.
