The aim of this study is to examine the features of studies on the use of Information Technologies (ICT) in values, ethics, moral and character education; the impacts of Information Technologies on value, moral, ethics and character development and; the ethical usage of information technologies in the context of the studies published between 2009 and 2018. It is thought that the study will contribute to the literature by analyzing the demographic characteristics, methods, and variables examined in the research studies. The method of the study is document analysis which is one of the qualitative research methods. In this study, doctoral theses, master theses and scientific research articles indexed in certain databases between 1 January 2009 and 31 December 2018 were examined. YÖK Thesis Database, ULAKBİM and DergiPark were searched as national databases. Ebscohost, Web of Science, ScienceDirect and ProQuest were searched as international databases. Descriptive, experimental, relational and theoretical doctoral theses, master's theses and scientific research articles published in Turkish and English about information technologies, values, ethics, ethics and character education scanned in the relevant databases constitute the population of the study (N = 580). The sample of the study was formed as 100 publications by eliminating publications that did not answer research questions from the population. It was seen that the sample could be classified according to certain themes and the publications within the sample were classified according to these themes. Following the classification of the subjects of the scanned publications, the focus of the study was determined as (1) the use of ICT in values education, (2) the impact of ICT on value development, (3) the ethical use of ICT. A publication analysis table was developed by the researcher as a data collection tool. The table is used for the regular and systematic recording of the information of the publications within the scope. As a result of the research, it is seen that the number of publications on the use of ICT in values education is low and the studies to be done on this subject are needed in the literature. When the publications are evaluated in the terms of the technologies used/examined in values education, it is seen that technological tools such as computers and television are used in the studies. However, there have been no studies using mobile devices that provide training without space and time limit. It is thought that the studies on the use of mobile devices such as smart devices and tablets will contribute to the literature. When the publications are analyzed in the terms of the impact of the ICT on value development, smart devices, internet, social media and television appear as the main technologies whose effects are investigated. When the publications are examined in the terms of the ethical use of ICT, cyber bullying and social media is the most studied variables.
