Unemployment confronts us as the common problem of developed and developing countries all over the world. Particularly, ?Global Oil Crisis? in 1973 triggered the phenomenon of unemployment in the countries.Since then, efforts have been made throughout the world to eliminate the problem of unemployment through developing policies and programmes under the title of ?fight against unemployment?.Common name of these practices are called employment policies. Employment policies are classified into active and passive ones. Passive employment policies are those which the countries use most and can get favorable results in the short run. However, in the long run, these policies are such practices as unemployment insurance, unemployment benefit, severance pay, salary guarantee fund etc. remaining insufficient in coping with unemployment, dealing with in first place the psychological problems of the employee caused by the unemployment, providing short-term favorable results, and leading the unemployed to become passive. As for the active employment policies, these are such practices as vocational training, entrepreneurship training, apprenticeship training, rehabilitation services, wage subsidies, employment promotion activities, short-time working etc. which the countries intensely used after 1990s particularly in the fight against the structural unemployment and increased their share in their GNP day by day, and which also progress towards obtaining prospective results through gaining the employees further qualifications rather than solving the unemployment problem in the short run and have a tendency as well as aim of keeping the employees active within the labor force market.
