This PhD thesis aims to explain that, success of state building will increase as long as builder states use soft power policies in Afghanistan. Finding indications which contains `number of use of soft power policies` and `builder states success criterias` are focused in the thesis. `Builder states success criterias` have been identified by using `institutionalization first approach`. By this way, between the years 2001-2011, have been carried out that `Turkey's frequency of soft power politics in relations with domestic and international actors, which involved in the process of state-building in Afghanistan` and `Turkey's state-building success` by using the compare model, one of the scan model's. In the introduction and first part of the thesis, literature and the method are described. Thus in this study, it has been revealed that which gap is going to be filled in the literature by which method using. In the second section of the study, the process of state-building from 2001-2011 were depicted in the framework of mainly treaties, conferences and resolutions, by this way the legal dimension of the state-building has been revealed. In the third section of the study, Turkey's objectives and activities of the state-building in Afghanistan (including the agreements made between the two countries) have been introduced. In the fourth section of the study, purposes and activities of the group of actors in Afghanistan are described in general terms. In the fifth section of the study, the activities of Turkey's are compared with the activities of other actors in Afghanistan by using consensus-neutrality-conflict situations. In the sixth section of the study, in purposively basis activities positions in `consensus-neutrality-conflict situations` and `frequency of hard/soft power tools used for the settlement of the conflicted objectives`, have been identified. Subsequently, the primary source of data that shows the success of Turkey were investigated, according to `institutionalization first approach`, which defines the state-building success based on the input of builder states. In this section, consequently, `the state-building success` and increasing/reducing positions of `soft power policies` analyzed by using comparison method. In the conclusion and evaluation part, the relationship between `soft power policies` and `state-building success` is determined. Relationship between two variables is proved to be a positive linear relation. Keywords: Success in State-Building, Demanding to Institutions, Soft Power, Turkey, Afghanistan.
