Leader is such a person that is able to lead the society with his fame, power and social position. Political leader is a sub-term of leader. Political leader is described as a person who is able to organize the society according to his and society's objectives by creating a common public awareness. Özal and Demirel are two most important political leaders in Turkish politics. Turgut Özal's being the first civilian prime minister after a military coup on 12th of September 1980 and Demirel's role in re-construction process of new Turkey made them become important figures in the history of Turkish politics. In this study, Özal and Demirel are compared to each other after they are analysed in terms of their relations with bureaucracy, public and international political actors. Both of them were not from aristocratic families and so they knew the public very well. As far as their leaderships and policies are concerned, Demirel represented rural life and Özal represented urban life. Both of them took part in bureaucracy and they were experienced about it. Demirel followed the notion in which bureaucracy expanded its role in an organic state. On the contrary Özal limited bureaucracy to a mechanical and liberal notion of governing. Özal governed the state as if he was running a company. On the other hand, Demirel took the affairs in the state more seriously. As for the international relations, Demirel had cautious manner of governing with the effect of the cold war, but Özal took some initiatives because the cold war ended in his time. Demirel kept the balances in the international politics but Özal tried to integrate Turkey into the world.

Buna karşın devlet işlerini Demirel'in daha ciddiye aldığını söyleyebiliriz.
