The states in the foreign policy-making process can benefit from the informations they collect from the intelligence services. Intelligence is often seen as the espionage activities. This is an incomplete perception. Intelligence is a process that involves the research, analysis and the espionage activities. Nowadays, there are many approaches about intelligence. One of them, the conventional intelligence applied by the third countries comes since the Cold War. The most important lack of the conventional intelligence approach is that it only considers the threat. Today, it would be better for the intelligence services to work on risk and the risk conditions. Applying the conventional intelligence approach in today's foreign policy is not possible to get results. In the globalization process the power of developed countries is due to have the power to control almost all of the events and processes. In this context, the intelligence structure of the developed countries is to achieve information from instant events and proceses and to direct them. In this study, this intelligence approach is described as the panopticon model. The Jeremy Bentham's panopticon prison is similar to the foreign policy strategies of the developed countries. In Bentham's model the people are controlled by isolation, the foreign policy of the societies of the developed countries is controlled by economic, social, political and cultural tools. That's why it can be said that the intelligence services and foreign policy strategy of developed countries is of panoptic nature. In the formation of the geopolitical balance in the Middle East one of the most important countries is Israel. In this study Israel is the study case and it is taken in the terms of panopticon model. Claiming to be a regional power, there are also examined the Israel's foreign policy strategies and how much these strategies are adjusted to panopticon model. It is also utilized some interviews of Israeli intelligence officers, military officials and experts.
