There has been a change in the world beginning from the 1980s and was felt globally especially in the 1990s. The subject of the thesis is comprised of the reasons of the changes in the world as general and how the foreign policy making processes have been affected by them specially. However, within the framework of this thesis, globalization, the end of the coldwar, neoliberal policies, the concept of governance, augmentation of international organizations and especially the increase deffect of civil society and NGOs will be searched within the framework of thisthesis. With the influence of these changes, it will be indicated that the number and the attributes of the actors have been ascended and a more participatory and democratic structure has been achieved in the foreign policy making process. The matter of the thesis in private level is the change in the Turkish foreign policy and the reasons of thischange. While the Turkish foreign policy is searched, the implementation of liberal policies after 1980, the change of perception in the Turkish foreign policy and the effect of Europeanization will be handled in addition to the reasons mentioned above. Turkey's political economy changed and its 'tradingstate' characteristic has risendue to these reasons. The influence of TÜSİAD, TOBB, MÜSİAD and TUSKON whichare economy oriented NGOs in Turkey has rised as well.
