AGRICULTURE IN PAMUKOVA: PROBLEMS AND PROPOSED SOLUTIONSThe agricultural structure in the geographical unit of Pamukova, which significantly contributes to the production of fruits and vegetables, literally the province of Sakarya's orchard, and also the second largest geographical unit of Sakarya was examined in this study. Current agricultural problems were identified and solutions were presented. The study area, located close to major consumption centers, is a significant agricultural potential due to favorable climatic conditions and fertile soil structures. Indeed, the area has significant production rates of some products (the first rank in the production of quince and celery) in the production of the eastern Marmara and the country. Natural possibilities as well as favorable transportation facilities of Pamukova contributed to the agricultural activities and accordingly development of the settlement in the plain. Settlements continued to develop due to higher agricultural productivity in many years. However, the economic structure of the plain has changed; agricultural issues have led to emergence of a reduction in the income of the farmers over time. In the field, the migration has stayed fairly ineffective level within many years depending on agricultural income, but it has recently started to increase due to the lower income. The problems consisting of increase in the occurrence of migration, aging population, and reduction in the population of young people interested in agriculture, and shifting to another sector are seen as problems that threaten the future of lowland agriculture. Solving the problems of this area, which has an important contribution to agricultural production in the province of Sakarya and the Marmara region as well as our country, is of importance. The problems in the agricultural structure of Pamukova seem possible to solve with the implementation of agricultural production planning. The solution of the problems reduces migration to the minimum based upon ensuring the development of the settlement, which will contribute to the national economy by making production in rural instead of migration to cities causing raise in unemployment. Keywords: Pamukova, Agricultural Production Planning, Specialization in Agricultural Production, Rural Development.
