The study area, the city of Bingöl, is located at the Upper Fırat section of the Eastern Anatolian Region, and also at the intersection of East Anatolian Fault and North Anatolian Fault's spheres of influence, which are highly active in Turkey. The city and its surroundings are under the risk of a devastating earthquake at any moment. This research aims to evaluate the risk of a possible earthquake in terms of its effects to Bingöl, which is also existent for a great majority of Turkey. Literature survey has been conducted and active faults that generate earthquake at the site and nearby have been specified. Seismicity of the site has been investigated and distribution of historical events has been mapped by examining the earthquakes at an area of 100 km radius around Bingöl City Center in instrumental period (1900-2017). Maps showing the correlation between the growing characteristics and seismicity of the city have been generated based on Arc.GIS10 software. Geological, ground condition, active fault and soil map of the site have been created with the help of the data provided by Mineral Research and Exploration Institute. Also numeric data about the population and residential structure of the city is gathered from Turkish Statistical Institute and the Municipality of Bingöl. These data have been correlated with the maps created; and new maps of population, residential areas and population density have been created. Maps created have been supported with tables and graphs. Numerous earthquakes caused deaths or damage were occurred in the study area throughout history. Among these, the earthquakes that caused the most deaths and damage were the Varto earthquake of 1946 with a magnitude of 5.7, Karlıova earthquake of 1949 with a magnitude of 6.9 and Bingöl earthquakes of 1971 and 2003. In these earthquakes, 2344 people lost their lives and approximately 17000 structures were damaged at different levels. The city of Bingöl is situated on Çapakçur valley, terrace sets around the valley and the outskirts of Bingöl plain. The area generally shows the features of Quaternary and Pliocene-Quaternary old geological structure and it is covered with young alluvium, which were carried and deposited by Gayt, Çapakçur and Göynük rivers. According to the scales, most of the study area was very weak soil that shows features of filled soil and these areas have been a stage for extensive construction activities. Defining these lands as residential areas will lead to a potential earthquake to be felt much more intense. Lands chosen as residential areas should have firm, solid and resistant soil that show the feature of load-bearing ground, and should be away from active faults; rather than loose, filled soils or lands with high ground water levels. The study area is in a fast structuring and development process, therefore building new constructions in accordance with earthquake regulations and conducting required inspections are crucial to reduce the consequences of a possible earthquake. Moreover, in order to decrease the damage that may occur due to a potential earthquake and improve the post-disaster actions; areas reserved for tent storages, tent cities, healthcare facilities, food storage and distribution and alternative routes have been defined. Related recommendations have been given to relevant institutions and organizations.
