Özet

In this thesis the evaluation of the compulsory military service system in the Ottoman State from the time of the abolition of the Janissaries until the World War I was examined. In this process the people who were living under the Ottoman sovereignty were segregated as muslims and non-muslims and were subject to different treatments, thus the fact of religion, especially Islam, was put forward. It was put forward that the recruitment systems were influenced by the Europe, legitimized by the Egypt and the motivating and mobilizing effect of the Islam was also emphasized. While the authorities were legislating new laws regarding conscriptions, on the other hand, the same laws were also providing some kind of military exemptions. Some groups and people were obtaining the rights of military service exemptions with the purposes of the continuation of public services and education, economical worries and because of the respect to the religional institutions and people also protection of the family institution.
