The aim of this study is to analyze the causes of `democratic deficit` the EU is facing and to offer a solution within an approach based on participatory democracy. Within this scope, two interrelated arguments have been proposed. The first argument is based on the view that citizens have gradually become alienated from the EU in reverse proportion to the degree of the increase in the powers of the EU over time. The more influence the EU with its increased powers have had on people's lives, the more questions have been raised about the democratic character of the integration process. The main cause of the disconnection between the EU and ordinary citizens is associated with the deficiency of representative democracy at the EU level. In other words, it can be claimed that the democratic deficit is a critical problem of representation, which is the second argument of this study. Given its diversity of actors, its unique decision making structure and its institutional functioning, it is obvious that an understanding of representative democracy that is typically identified with nation-states does not suffice for the EU democracy. The EU requires a much higher level of consensus than any national political system. The political system of the EU should be reinforced by another legitimate pillar that fits better to its development. Two interrelated propositions are offered to consider in overcoming this problem. First is to render a meaningful and strengthened concept of `European citizenship`. The formation of a supranational political community would bring meaning to European citizenship, which can only be achieved at the citizen level with the active participation of people in a from-bottom-to-top method. In this framework, the second proposition is that the participatory democracy could serve this specific purpose. Participatory democracy enables citizens to participate actively in the decision-making processes besides voting. It eliminates intermediary agents between the citizens and the state, and creates a platform that encourages citizens to take action based on their common interests. As a critical instrument of participatory democracy, the `European Citizens' Initiative` has introduced a new dimension to the European democracy by including citizens into the policy making process. It enables citizens to make their voices heard and hence serves for the formation of a political community at the European level. In this context, it can be regarded as an important opportunity that can potentially play a role in achieving democratic legitimacy.
