Pan-Islamist policies came to the forefront in this war as one of those expectations from the alliance between Germany and Ottoman government during the World War I. In that sense Germany developed an Islam strategy to put into practice with the Ottoman government against the colonist Allied Powers or England, France and Russia. And Max von Oppenheim who had a long-term East experience was assigned to outline this policy. In 136-page momorandum outlining the Islam strategy one of those crucial matters Oppenheim wanted to be implemented was to use the Muslim solders from the North Africa, India and Russia who were fighting on the Allied Powers? lines in favor of German and Ottoman governments. İn that sense the Muslim solders to be captured or change sides to align themselves with the German side as a result of propaganda would be subject to a Pa-Islamist ?training? process. Two prison camps were established for the Muslim captives near Berlin, Germany in line with this plan. The personnel of Nachrichtenstelle für den Orient (NfO) (The East Intelligence Agency) under auspices of the Ministry of Foreign Affairs of Germany conducted propaganda activities aimed at the Muslim captives at the camps together with the propagandists com,ng from the Ottoman government through Teşkilât-ı Mahsusa. The purpose of such propaganda was to make the captives fight (jehad) against the Allied Powers in the Ottoman army lines or settle in the Ottoman lands. The Austro-Hungarian government also had a camp similar to those in Germany with activities being conducted for the Muslim captives. Some of the Muslim captives sent to the Ottoman government arrived for jehad and some for settlement purposes. Several opportunuties were offered to the settlers to make them permanent also including capital, land and mariage. Efforts were exerted to make the captives Ottoman citizens. Those people who had been scattered to various Anatolian towns were used with an effort to eliminate the economical gap due to the Armenian deportation. Consequently the issue of Muslim captives, as a Pan-Islamist project, is an exceptional action which was substantial and partially resulted with success as a part of the Ottoman-Germany alliance during the World War I.Keywords: I. Birinci Dünya Savaşı'nda Almanya ile Osmanlı devletinin yaptıkları ittifakın beklentilerinden birisi olarak Panislamist politikalar bu savaşta ön plana çıkmıştır. Anahtar Kelimeler: Birinci Dünya Savaşı, Panislâmizm, Almanya, Osmanlı Devleti, Avusturya-Macaristan, İtilâf Devletleri (İngiltere, Rusya, Fransa), Max von Oppenheim, Şark İstihbarat Birimi (NfO), Teşkilât-ı Mahsusa, Propaganda, Müslüman Esirler, Zossen, Wünsdorf, Eger, Halbmondlager, Weinberglager, Ermeni Tehciri, Rusya Müslümanları, Tatarlar, Kuzey Afrika Müslümanları, Şeyh Salih Tunusî, Mehmed Akif, Alimcan İdris, Abdürreşid İbrahim, Enver Paşa, Talat Paşa, Wangenheim, Şekib Arslan.
