In this increasing competition environment taking a new place furthermore protecting the current position in the market place have vital importance. In this case implementing an effective project management approach is required for project-based working companies. In addition to time, cost and quality optimization, it is also required to manage risks successfully and track project progress in detail. Tracking and control of a project process successfully and selection of appropriate performance indicators provide an opportunity to companies for comparison with others, measure their own success and thus companies have better management platform. It?s very important to make a right cost estimation for ongoing projects for effective use of companies? resources and budget. Cost estimations that made in project execution phase provide opportunity to form corrective actions an risk responses for project.Earned value analysis method which is project management performance measurement toll used for cost and time estimation in projects. In EVA method project?s performance data?s of completed parts used for estimation calculations of project future values. EVA method is inadequate in estimate at complete (EAC) value because it?s calculation method based on linear calculation system. Artificial intelligence techniques with wide application area also used in estimation studies and successful results obtained. In this thesis the optimization based classification and regression method support vector machines (SVM) method integrated with (EV) method so a hybrid estimation model developed for estimation of project completion cost.In first part of thesis project management, estimation methods and performance based estimation methods are explained. After this literature studies and explanations of earned value analysis, support vector machines and artificial neural networks methods are given. At the application section 10 resident projects separated to nine project phases and totally studied with 90 datas. Each part of every project analyzed with the current method (EVA) and their (EAC) values calculated. After that the developed estimation method with (SVM+EV) and (ANN+EV) methods are used to estimate project cost.Project costs estimation results that obtained with EVA. SVM+EV and ANN+EV methods are compared with actual project costs and mean absolute error and mean squared error values are calculated. Results are given with diagrams and charts. Finally contributions of the developed method with SVM+EV and ANN+EV methods to project management are explained.
