At a time when the impact of globalization is increasingly felt, the efforts of regionalization have been gaining momentum worldwide. It is precisely from this perspective that the field of regional movements have widened, going stretching from Latin America to Africa via Europe and Asia. It should be emphasized however, that each movement does not necessarily share a common geography or regional actors with common points. Consequently, questions on the description of a region, the aspects of regional cooperation, the definitions of regionalism and regionalization, the creating of regional identity, and the steps to achieve regional integration as well as their variants have begun to dominate the literature of international relations. This development, which is analyzed within the theoretical framework of new regionalism, has directly affected Eurasia, as the region most affected by the dissolution of the Soviet Union. In fact, this region, the geographic limits of which differ according to definitions, is subject to numerous regional cooperation initiatives. The arrival on the international scene of Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan and Uzbekistan as new independent actors, following the dismemberment of the Soviet Union, was an opportunity to rethink, from a regional cooperation point of view, the ties between these countries and Turkey. The relations among these actors which share not only a common language basis but also common socio-cultural, historical and ethnic factors go back in fact to the times of the Silk Road. Today, regionalization among the Turkic speaking countries which have gained more weight across Eurasia in terms of their total demographic and economic capacity, and are neighbors of Russia and China, two important actors for the global equations, has become an important matter to be studied in the framework of new regionalism. From the theoretical perspective, new regionalism is distinguished from old regionalism, in the sense that the latter is more state and Euro-centric representing a much firmer approach in its attempts to define the region and regional cooperation. In addition, new regionalism argues that regionalization as a process and an integral part of regionalism must be taken into account in the context of globalization. Thus it emphasizes the fact that it cannot be analyzed separately from globalization, and taking only national factors into account. New regionalism, which carries excessively in itself the idiosyncrasies of constructivism and is quite eclectic, is also linked to regional identity and its building process. New regionalism is also about the effects of inter-regionalism with regard to regionalization. Hettne and Söderbaum, two widely known experts of new regionalism approach, have set up a new perspective for the regional studies with the concept of regionness. Thus, through this concept with five components such as regional space, regional complex, regional society, regional community and regional institutionalized polity, it has become possible to work out the stages of regionalization and the level it attains. This perspective, including historical and societal dimensions, is far from being linear, and presents possible reversals. Furthermore, it indicates that there is a parallel between the strengthening of the degree of regionness of a region and its capacity to have a regional identity and to become a regional actor. The Turkic speaking peoples have, throughout history, been important actors in the Silk Road, where not only trade took place but also many interactions at the level of ideas, peoples, languages and of religions occurred. The Turks largely contributed to the economic and cultural development of this Route and ensured its security. Over time, a culture of cooperation began to develop among the Turkic speaking peoples who experienced both relationships of solidarity and conflict along this Route. This culture sowed the foundations of current regionalization which dates back to antiquity. This process of regionalization has experienced some interruptions in history with the occupation of the Caucasus and Central Asia first by the czarist Russia and then by the Soviet Union. However, even during these periods, the Turkic speaking peoples lying between the two ends of Eurasia did not cease political, economic and cultural interactions through certain movements despite unfavorable conditions. With the fall of the Soviet Union, Turkey and the newly independent Turkic Republics found a favorable climate for the revitalization of regionalization. However, contrary to expectations, this could not quickly gain momentum with, on the one hand, the newly independent Turkic states concerned with preserving their sovereignty and independence as well as their state building, nation building, national identity building and transition to the market economy processes, and on the other hand Turkey which, despite its political will, presented economic deficiencies. The first ten years of relations, started in a new international conjuncture and regional developments with high hopes, met ups and downs with regard to regionalization. Throughout these years, the projects led by Turkey, the first country to recognize the independence of these states, in the politicaldiplomatic, developmental-economic and cultural-educational fields contributed considerably to the development of regionalization, despite certain limits. From the beginning of the 2000s, relations between the Turkic speaking countries began to institutionalize and rationalize. The fact that from 2007 Turkey began to implement a more active policy towards the region and that the other Turkic speaking countries started to progress in terms of their political, economic and cultural building served to set up this phase. At a time when Russia, China, and to a lesser extent the United States had become more interested in this region, the establishment of the Cooperation Council of Turkic Speaking States (the Turkic Council) in 2009 as a regional organization has brought a new dimension to regionalization between Turkic countries. The Turkic Council, which celebrated its tenth anniversary in 2019, was founded by Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey on the basis of the process of summits of Turkic states from 1992 to 2010. The Council, a structure which aims to develop cooperation between independent Turkic speaking state and their people in a multidimensional way, is endowed with institutional means and methods in this regard. Through its General secretariat, based in Istanbul, the Turkic Council, active in the political, economic, educational-cultural and human fields, works in harmony with its related/affiliated institutions TURKPA, TURKSOY, the Turkic Business Council, the Turkic Academy and the Turkic Culture and Heritage Foundation. The Turkic Council, maintaining strong relations with the UN and any international organization with common interests, has started to make itself known as a regional player in the international reports. The Council, which also contributes to the establishment of a regional identity between the Turkic speaking peoples and the institutionalization of regional cooperation, is taking considerable steps to deepen regionalization between the Turkic states. Nevertheless, the so-called regionalization process also contain certain limits emanating from its member countries as well as the functioning of the Council. Recent developments in 2019 such as the accession of Uzbekistan as a member state, the development of relations with Turkmenistan, a country with a neutral status and the opening of its representative office in Hungary, which obtained observer status in 2018 have once again shown the interest and importance of the Council from the point of view of strengthening regionalization and developing inter-regional cooperation.Throughout this study, the regionalization process between the Turkic speaking countries will be analyzed from the perspective of the degrees of regionness developed by Hettne and Söderbaum and starting from their interaction on the historic Silk Road which is to be revived today economically by different projects. Our research question will be on the level of the degree of regionness between the Turkic speaking countries while scrutinizing its stages. The factors which influence regionalization will be investigated in order to find the driving force of this process. In this context, we will look at the role of a common linguistic basis on the regionalization process and the persistence of its effect. Also, we will dwell on the relationship between the strengthening of regionalization and the importance of timing as well as the contributions of a regional organization to such a process, a subject not sufficiently dealt with by new regionalism. In this regard, we will question the contributions of the Turkic Council as a regional organization to the regionalization process from its establishment to the present day. At the same time, we will see the extent of the concepts of `Turkic unity` or `Turkic integration`, commonly used in political and academic circles, reflect the current situation from the regionalization point of view.In light of the previous questions, this thesis will consist of three main parts. The first part will concentrate on the theoretical framework of new regionalism, the history and concepts of regionalism studies, as well as the divergences between old and new regionalism. From this perspective, the concepts put forward by new regionalism, including the various degrees of regionness will be analyzed at length. Subsequently, the historical aspects of cooperation between Turkic speaking actors will be scrutinized. In this context, we will discuss the importance of the Silk Road for the Turks and their economic, political and socio-cultural interactions along this corridor, the characteristics of which will be closely examined. Then, we will analyze the relations between the Ottoman Empire and the Khanates of Turkestan to illustrate the linkages existing between the Turkic speaking peoples at the two ends of Eurasia, despite unfavorable internal and external factors, after the 16th century when the Silk Road largely lost its importance. In this regard, following the analysis of the penetration first of czarist Russia and then of the Soviet Union into the Caucasus and Central Asia, we will deal with the effects of panturkism and jadidism on regional cooperation between the Turkic states, despite all the shortcomings. In the second part, we will identify the endogenous and exogenous factors influencing the process of regionalization between the Turkic speaking countries in the following historical period. In this regard, the policies of czarist Russia and Soviet Union, which slowed down, or even suspended, the process of regionalization, will be discussed. Subsequently, this section will present the effects on regionalization of the state building, nation building, national identity building processes as well as the transition to the market economy of the newly independent Turkic speaking states. Also, we will tackle the policies of Turkey towards the Turkic speaking states since the official visit of the delegation of the Ministry of Foreign Affairs carried out before the proclamation of independence by all these countries until today in a chronologic and thematic categorization, which will lead us to review the effects of these policies on regionalization. Finally, the third part will be based on the study of the structure of the Turkic Council, its methods, its activities, the interaction with its affiliated and related institutions, its relations with the third actors in and out of the region as well as its cooperation with international organizations in order to analyze their effects on the development of the level of regionness. In this part, which will also cover issues related to regional identity and regional actor, we will also revisit the limits of the Turkic Council's contributions on regionalization and their main reasons.
