Since Gokturk tablet we can see value given to child in Turks, Seljuk, Ottoman andfinally Turkish Republic. In powerful time in Ottoman Empire, orphan child were underprotection by non-govermental organization like charitable fund and guild. However asa result of Balkans War, immigration of Muslim people from Balkans and East Anatoliato Middle Anatolia, there was increase in the number of protection needy child in theConstitutional Monarchy time. Committee of Union and Progress dealt with thisproblem by establishing daruleytam. But successful results weren?t obtained because oflong war and derangement of financial condition.Due to far away from region of war, Kayseri had become center of immigration. Thus, daruleytam was establish both in the center and Zincidere. Although short termmanagement disorder, Zincidere Daruleytam had become efficient and systematiceducation center of Turkish Republic?s during First world war. Moreover we can saythat foundation of Kayseri craftman and artisan was established in this school. It?s namehad been changed to Zincirdere City Lying Down School in 1927. It continued its actionas a Educate Home in 1951. Due to child transfer to the Osman Dusungel EducateHome it was closed in 1974.Another constitution which is establishing the Kayseri SHÇEK is Society of Himaye-iEtfal. This society which was founded in 1921 in Ankara had started to operation inKayseri. It had been re-named in 1934 during the program of language refinement.
