The purpose of this study was to determine housing problem m Turkey and the role of the housing cooperatives at the solution of the housing problem. Recently, house has become an important problem domain in Turkey. Housing problem has reached critical levels for the reasons of population explosion, unstable residental enlargement as a results of migration from rural areas to residental places. Various reflections of the housing problem are housing deficiency, land speculations, shandy houses, house for hire problems. Precautions, legal arrangements, political approaches taken for the solution of housing problem in our country are unsuccesfull and could not reached a stable solution, because these approaches were not carried out from one point and they also were not steady. As the long lasting political approaches has been lacking in solution, a housing submission manner, namely housing estate and housing cooperatives, has filled the blanks in Turkey. Housing cooperatives has first started in 1934; until now it developed both qualitative and quantitative way and has become an important housing submission area.
