During the initial years of the Republic, the State was obliged to take part in several areas of commercial activity which the private sector had shied away from or failed in due to insufficient capital, lack of manpower and poor profit margins. Therefore, Public Economic Enterprises were established in an attempt to ensure rapid development of the nation through the means of public sector. Consequently, valuable contributions were made to the national economy in terms of greater production and investments; and hence, a viable solution was offered to reduce swelling unemployment figures in proportion to expanding national population. Unfortunately however, as the time passed the Public Economic Enterprises which had traditionally assumed important tasks in industrialization of Turkey have started to incur losses and become an ever increasing burden to the national budget. Despite all efforts for their amelioration since the beginning of 1980s, the losses they have generated and incurred onto the State budget could not have been reversed, and many Government policies found no other alternatives but to seriously consider privatizing them as practical as possible. The deteriorated structure of Public Economic Enterprises also posed a problem to privatization efforts, and created further dilemmas in terms of personnel and management aspects. This study investigates the said problems involving the Public Economic Enterprises, and sets forth relevant suggestions for viable solution. -m-.
