Since the twenty-first century, technology and digital transformation are moving at a dizzying pace, resulting in a different ecosystem, both socially and economically. With the assumption that the economy consists of two parts: Trade and Finance, the issue of trade and finance has to be handled separately. With this study, the development and current issues of electronic commerce have been revealed through a deep literature review. The methodology of the study is a literature review. In the work plan, the history, formation, parties, legal basis and financial pillar of electronic commerce in general are explained in the first part, and current issues are discussed both socially and economically in the second part. As a result of the study, it is seen that legal problems come to the forefront from the technical, legal and social problems seen in e-commerce applications in international trade. Legislation and norms have been found to come after technology. In the same section, some suggestions on the issues posed by the study and recommendations regarding the things to be done in the future are listed.
