The general framework of the study aims to relate Turkey's structural transformation in its agricultural policies since its foundation to development considering the transformation in the understanding of development. In each phase of the development process, different economic policy was implemented, and agricultural policies therefore differed accordingly. In this study, the agricultural policies, which were approached within the framework of critical economics literature, were analyzed over the sub-periods of before and after 1980s. The developments before 1980 are analyzed in the first three chapters. At the beginning of the first chapter, the effects of development policies on the agricultural sector are discussed with a periodization from the agricultural transformation of the Ottoman Empire in its final years to the 1960s. Through this periodization, it has been seen that the agricultural policies implemented during the development phase differed. The period in which the accumulation depended on agriculture and the form of commercial capital was dominant continued until the mid-1950s. Accelerating agricultural mechanization in Turkey's economy and the effects of agricultural policies of Marshall aid are discussed within the period of 1950-1960 under the final section of the first chapter. In this section, Turkey's membership in international organizations and how foreign aids transformed the agriculture into a dependent structure are investigated. In parallel with these developments, theories of development are mentioned with a purpose to focus on the agricultural structure in the second part of the study, in which the theoretical part of the study is built related to development. The reasons for the emergence of development theories focusing on `Underdeveloped Countries` and their centralization of agriculture are discussed in this section. Moreover, in line with the theoretical framework related to development, it has been aimed to establish a relationship with the developments in agriculture stated in the third and fourth chapters. In the third part of the study, which covers the period after 1960, the effects of the development movement carried out through plans on the agricultural sector in order to ensure the continuity of capital accumulation are investigated. Within this context, the failure in getting the desired outcomes from an inward-oriented movement of development led to the emergence of a structure in Turkey which is dependent on outside sources in terms of agricultural inputs. The agricultural developments covering the fourth part of the study are given in the post-1980 period. In this period, the structural transformation in the field of agriculture, which was effective in the accumulation process, is the focus of the analysis. In this period, during which neoliberal policies were decisive, the reflections of the outward-looking industrialization model on agricultural policies are addressed. With an emphasis on privatization and neoliberal policies, the points are discussed on how the transformation in the understanding of planning has been achieved and the privatization process of State Economic Enterprises, which has undertaken important tasks in Turkey's agriculture. It has been observed in the post-2000 period that global capital actors, significant in the structural transformation of agriculture, and local capital are in harmony. On the other hand, the legal regulations in the agricultural sector and the data of some selected agricultural products have been investigated in order to analyze the transformation in the agriculture in this period. As the main focus of the study, the reason of why Turkey, once a self-sufficient country in agriculture prior to 1980, has failed to maintain its status has been investigated. In this context, the impact of development policies on the progress in agriculture has been discussed. Moreover, it has been questioned whether Turkey has attained a desired level in the development process. Finally, the structural transformation in which new dependency relations, including the agricultural sector, was established following the transformation after 1980, and effects of the global actors influencing this transformation have also been discussed.
