Computer devices that used for computer-human interaction have various limitations. The computer users must make physical contact with the devices to control computer by using them, and have a limited distance because the connection is provided with cable. In this study, a system that allows computer users to manage and control computer without physical contact is implemented. It is provided to transfer images of computer users within the field of view to a computer with the camera, and aimed to control and manage computers with the interpretation of hand gestures. In this proposed approach, firstly it is expected that the user enters target framework in the camera's field of view using computer camera. Skin regions of computer users within the field of view to a computer with the camera are recognized. Midpoint of skin regions in the target frame is found with central moment. Whether or not the model in the skin region midpoint of that found occurs at a particular iteration is controlled. After creation model of hand region, hand tracking is started by using active shape model again. During hand tracking, firstly the features of hand region are extracted, and then computer control is performed with interpretation of the movement of the hand by classifying the features of hand region.
