Mentality of social security, one of the most basic indicators of social welfarestate, took a running start throughout the world after World War II, and social security applications were institutionalized through social security systems that were put forward by Bismark and Beveridge, and later was carried to summit. However, as a result of the macro economical crises which happened after 1970?s and due to the rise in new liberal policies, social security system was no longer manageable in both developed and developing countries. For this reason, single-pillar systems were replaced by multi pillar systems and besides this, radicals applications, leaded by Chile, were tried to put into practise for privatization of social security.Social security system, which has been in a transformation process ever since1980?s, has been troubled with aging problems in developed countries and with structural or insufficient resource problems in developing countries. When it comes to Turkey, social security system established in order to cover the whole population has become unmaintainable as a result of populist regulations that began in 1990?s. Therefore, long term actuarial balances of social security system have been impaired, and the system has been tried to remain standing through transfers from budget to social security institutions. In this study, how social security system, a constitutional right as a necessity of social state principle, has become to its current position was tried to be analyzed, and how much the reforms, which has begun to be implemented since 1999, can eas the problem of maintainability of system was observed. In addition, Social Securit System, aiming at including the whole population in social security, especially in health insurance, creating new visions on retirement and put into practise in 2008 and the opportunities the system might form were tried to be evaluated in an objective way. While making all these evaluations, whether social security mentality departs from the understanding of social state or not was tried to be determined.
